IASC Guidance Note: Advancing the humanitarian-development-peace nexus approach through IASC global clusters

This advisory note supports Global Clusters in collaborating with development and peace actors to promote the Humanitarian-Development-Peace Nexus (HDPN) approach. It recognizes that some clusters are already implementing HDPN strategies and aims to further their integration through coordinated efforts among humanitarian, development, and peace actors, contributing to collective goals and priorities. Section 4 outlines entry points and actions to help clusters adopt a nexus approach in country-level assessments, planning, programming, and responses within the Humanitarian Response Plans (HRP) and in coordination with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and relevant peace actors.

The document builds on existing frameworks and tools relevant to each cluster or sector, detailing the implications for coordinators. While the nexus approach should be applied in every humanitarian response and crisis, each context requires a tailored approach. Therefore, additional cluster-specific guidance that is adaptable to different contexts should be developed.
