The UN [Nutrition] Network focuses on support to countries participating in the Scaling Up Nutrition (SUN) Movement and beyond. A core strength of the UN is the significant technical expertise and engagement at country level. The UNN serves to strengthen the harmonization, coordination and effectiveness of UN agencies’ activities in support of country nutrition efforts; to align with and articulate UN nutrition efforts to those of national governments, other SUN networks and nutrition stakeholders at global and country levels; and thus, to advance the aim to end all forms of malnutrition by 2030 as enshrined in the Sustainable Development Goals (SDGs).

The UNN provides an entry point through which UN entities engage in the SUN Movement, as outlined in the UNN’s strategy for the 2016-2020 period. It provides the forum through which UN agencies elaborate and agree on joint guiding principles, outline joint and individual responsibilities and agree on processes, including communication across the SUN stakeholder networks. In particular, the UNN ensures high-level support for the best possible coordination between all UN entities supporting nutrition efforts in countries. It draws on normative and knowledge management capacities of Network members at global and regional levels to support country-level action. With a strong focus on capacity strengthening and learning, country-level support focuses on the formation and operation of multi- stakeholder platforms, advocacy, development of multi-sectoral national nutrition policies/strategies/ plans as well as the design, implementation, monitoring and evaluation of nutrition interventions.


The UNN at country level is supported by a UNN Secretariat, hosted by WFP in Rome. The Secretariat strengthens UN coherence at country level in terms of quality programmes, both nutrition-specific and nutrition-sensitive. It also supports the functioning of global and country UN Networks and fosters knowledge sharing and communication. In this context, it strengthens partnerships and collaboration with other SUN networks to advance the UNN agenda, visibility and fundraising. The UNN Secretariat seeks to recruit a consultant to support the roll-out of the UNN strategy, the achievement of its outcomes and the strengthening of UNNs at the country level. The consultant will be based at the UNN Secretariat and will officially report to the UNN Director and Global Coordinator, collaborating and interacting with other members of the team, as needed. Specific responsibilities and deliverables of the consultant are outlined below.



UNN liaison activities (country and regional levels)

The primary focus of the assignment will be to liaise with UN colleagues at country and regionals levels and other key partners (e.g. SUN Movement Secretariat) to foster a customized, 2-way flow of communications with the UNN Secretariat in order to ensure strong UNN contributions to the SUN Movement and to help position UNN as change agents within the nutrition community. This will entail:


  • Advising and support to establish and strengthen the functionality of country UNNs, providing basic information about the UNN (e.g. membership, ToR, leadership, vision, objectives) and SUN processes (Joint Annual Assessments, Strategic Review) with close attention provided to countries with weak UNN functionality, reviewing or developing new UNDAF/Ps and formulating new national nutrition plans.
  • Awareness raising about catalytic UNN exercises and services, including how they have enriched country-level action, both government-led and internal UN actions.
  • Support UN colleagues to engage UN leadership (e.g. UN Resident Coordinators) in the nutrition space at country and regional levels, positioning nutrition as an accelerator for sustainable development and noting the parallels between the UNN and UN reform
  • Disseminate relevant documents to/from UNN focal points for their inputs and feedback; consolidate inputs from the different agencies.
  • Regularly liaise with Country Liaison Team and others at the SUN Movement Secretariat to exchange information, helping to attribute results to the UNN (including the UNN Secretariat), where appropriate.
  • Develop a global UNN database, capturing TA requests from countries to facilitate timely follow- up/delivery. Enter these requests into the SMS system, as needed.
  • Broker TA requests from countries to leverage the expertise and support services available through the UN agencies and UNN Secretariat. Identify opportunities for UNN exchange visits based on country experiences and incoming TA requests.
  • Devise a plan of engagement with UN Nutrition Regional Advisers, including the organization of periodic UNN calls to solicit their views/suggestions and keep abreast latest developments.
  • Collaborate with other members of the UNN Secretariat to maintain the UNN contact list.


Support to other UNN Secretariat processes

  • Work with Knowledge Management team at UNN Secretariat to identify and share good practices on collective UN action on nutrition undertaken at country and/or regional levels.
  • Support preparations and organization of country/regional missions conducted by the UNN Director and Global Coordinator.
  • Contribute to UNN strategic planning and annual UNN reporting exercise, soliciting compliance to the latter from UNN colleagues at country and regional levels. Contribute to the data analysis, if needed.
  • Support UNN engagement at meetings and events such as the 2019 SUN Movement Global Gathering, including the UNN session.
  • Support preparations (e.g. developing and/or consolidating key documents, updates, talking points) for UNN Steering Committee meetings and UN members of the SUN Movement Executive Committee.
  • Support fundraising activities, as needed.


Perform other duties, as required.



  • Information materials, analysis and presentations, supporting documentation and talking points prepared for calls and face-to-face meetings with Steering Committee, SUN Coordinator, SUN Network facilitators, etc.
  • TA requests from UNN colleagues at the country level brokered in accordance with the UNN TA protocol
  • Monthly updates on country-level UNN statistics produced
  • Periodic calls with UN regional colleagues held
  • UNN inputs provided to SMS for 2019 SUN Movement Global Gathering and UNN session organized
  • UNN annual reporting exercise completed with high compliance rate (≥75%)
  • UNN inter-agency retreats and monitoring missions undertaken, as needed
    • UNN contact list, including UNN focal Points, Chairs, Regional Nutrition Advisers, Resident Coordinators regularly updated
    • Activities undertaken for resource mobilization





Advanced university degree in Public Health, Nutrition, or other field related to international development, or first university degree with additional years of related work experience and/or training/courses.


Typically, five years or more (of which three international) of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in nutrition and nutrition-relevant sectors
Knowledge & Skills:
  • Sound theoretical understanding of international development concepts and principles with a broad knowledge of best practices, techniques and processes and specialized knowledge in a specific area
  • Ability to formulate and maintain strong relationships and develop networks with appropriate stakeholders, including donors
  • Execute the implementation of a work plan in support of an identified strategy
  • Ability to establish priorities and to plan, coordinate and monitor own work plan
    • Ability to analyse and interpret complex information and provide clear recommendations
    • Good communication and interpersonal skills, with the ability to build relationships, persuade, influence and adapt communication style to different situations and individuals
    • Strong knowledge of the SUN Movement architecture and United Nations System
    • UN experience in nutrition, with country-level experience desirable
