ABOUT THE ROLE

Living up to our commitment to support the rights and dignity of the people we work, Action Against Hunger Canada is looking for an experienced Senior Safeguarding Advisor to supervise the coordination of our proactive efforts to improve our accountability to the Prevention of Sexual Exploitation and Abuse (PSEA).

The ideal candidate will have:

• A strong understanding of gender equality, gender-based violence (GBV) and PSEA;

• Strong experience in policy and procedures development, as well training design and facilitation;

• Knowledge of international standards related to PSEA and GBV;

• Familiarity with organizational behavior, workplace violence and harassment, social work, psychological first aid and survivor-centred approach principles;

• A strong ability to apply creative and out of the box thinking to generate lasting change;

• Proven communication skills and abilities to manage relations with a diversity of stakeholders.

The role will specifically aim to strengthen Action Against Hunger’s international PSEA policies, systems, procedures and practices across its entire Network promoting a survivor-centred approach.

This position will focus on the following:

1. Harmonization of Action Against Hunger’s international policies and procedures.

2. Supervision of awareness-raising and capacity development efforts.

3. Coordination of Action Against Hunger’s investigation capacities.

SPECIFIC TASKS AND RESPONSIBILITIES

Under the direct supervision of Action Against Hunger Canada’s Associate Director, the responsibilities of the Sr. Safeguarding Advisor will be:

1. SYSTEMS HARMONIZATION

• Conduct a mapping exercise and a gap analysis study of Action Against Hunger’s existing PSEA systems and the current state of implementation.

• Revise and adapt existing policies and procedures in line with international standards on PSEA and promoting a survivor-centred approach.

• Develop tools and technical guidance to operationalize existing/revised policies.

• Create specific guidance for the creation of adequate, safe and accessible reporting mechanisms.

• Lead the reflection towards common key policy positions on specific related issues.

• Establish and maintain strong working relationships with Mental Health Care and Practices Advisors and Human Resource Directors in the Action Against Hunger Network to ensure their participation, insight and technical advice.

2. AWARENESS-RAISING AND CAPACITY DEVELOPMENT

• Develop sensitization tools and training modules ensuring the dissemination of existing/revised PSEA policies and procedures and placing the issues of power at the centre of PSEA action.

• Support offices across the Network to create awareness-raising and capacity development plans for their teams on PSEA.

• Manage the requests for PSEA trainings coming from offices across the Network.

3. INVESTIGATION CAPACITIES DEVELOPMENT AND COORDINATION

• Supervise the development of a harmonized Standard Operating Procedure (SOP) for PSEA investigations adopting a survivor-centred approach.

• Collaborate on the identification and adaptation of an investigation training package to operationalize the SOP.

• Support the creation, maintenance and training of an internal and external roster of qualified investigators on PSEA for the Network.

• Conduct PSEA investigations when and where required within the Network.

• Manage the requests for investigations and coordinate the deployment of investigators.

• Ensure continuous technical training of and support to investigators.

• Respond to PSEA investigation requests formulated by offices.

4. MONITORING, EVALUATION AND ACCOUNTABILITY

• Design and implement an adequate monitoring framework, including tools and indicators, to monitor cases and measure the organization’s progress.

• Manage adequate reporting on Action Against Hunger’s progress and management of SEA cases, both internally and externally.

5. REPRESENTATION AND COMMUNICATION

• Maintain constant communications with various internal stakeholders and working groups.

• Represent Action Against Hunger in relevant global forums and mechanisms relevant to PSEA.

• Ensure appropriate and transparent communication to institutional donors, partners and the public on Action Against Hunger’s management of SEA cases.

6. TEAM MANAGEMENT

• Ensure the application of all relevant performance management processes for the project team including establishment of performance objectives, regular feedback and performance appraisals.

• Conduct relevant capacity building and coaching for the project team.

7. GENERAL

• Attend planning sessions, team meetings and annual performance reviews as required.

• Pro-active exchange and collaboration with Action Against Hunger Canada team members and the International Network.

• Ensure an on-going process of personal professional development and learning.

• Other duties as assigned.

SPECIFIC WORK CONDITIONS

• The position is based in Toronto, Canada

• Staff work a five-day, 37.5-hour work week.

TRAVEL REQUIREMENTS

• The Sr. Safeguarding Advisor will be required to travel frequently to Action Against Hunger international field offices and/or headquarters in Europe, USA and India.

MINIMUM QUALIFICATIONS

• Master’s degree in relevant discipline in a field related to social sciences, development, gender studies, social work and/or equivalent experience gained.

• Minimum of 5 years of experience in the fields of gender equality, GBV, PSEA, organizational behavior or social work.

• Demonstrated practical experience working on SEA, harassment and/or GBV issues.

ESSENTIAL KNOWLEDGE, SKILLS AND ATTITUDES

• Demonstrated commitment to Gender Equality and solid understanding of the complexity of GBV and PSEA in humanitarian contexts.

• Knowledge of international norms and standards related to PSEA, GBV and other international accountability mechanisms.

• Significant experience in policy and procedure design and implementation.

• Solid understanding and commitment to humanitarian principles.

• Proven skills in design and facilitation of training for adults.

• Knowledge of survivor-centred approach principles in investigation and counseling.

• Strong verbal and written communication skills including demonstration of cultural awareness, diplomacy and tact.

• Ability to work independently and under tight deadlines, and to multi-task.

• Positive attitude and strong analytical, interpersonal and coordination skills.

• Strong organisational and planning skills and results oriented.

• Excellent knowledge of MS Office Applications.

DESIRABLE SKILLS

• Fluency in the French language.

• Fluency in the Spanish language.

• Experience working in humanitarian, development and/or multicultural contexts an asset.
