PURPOSE

Under the direction and guidance of the Nutrition Specialist, the NiE specialist will provide overall support for planning, implementing and monitoring the status and quality of UNICEF’s nutrition in emergency response at the provincial level. He/she will lead the nutrition coordination for the collective response under the Cabo Delgado provincial Health and Nutrition Cluster coordination function, and in close communication with the national Nutrition Cluster Coordinator and Nutrition Cluster Information Manager. He/she will ensure an effective coordination, information management as well as complementarity of interventions among all humanitarian agencies supporting/implementing nutrition interventions present in the field, while maintain a daily report and communication with the central level on the nutrition situation and work progress.

MAIN RESPONSIBILITIES AND TASKS

General activities:

(1)   Work alongside Government counterparts and partners on subnational coordination and information management of the nutrition response, facilitate exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution

(2)   Support in conducting an integrated needs assessment to identify those most affected and at risk of malnutrition as well as support initiatives to strengthen overall nutrition surveillance.

(3)   Provide on-the-ground technical/programmatic guidance on UNICEF’s NiE response, including estimating needs of commodities, operational aspects of distribution and delivery systems, in close coordination with emergency health response and other related sectors (HIV, Food Security, WASH)

(4)   Provide technical expertise and oversight to ensure humanitarian nutrition responses adhere to quality standards and benchmarks including backstopping nutrition cluster colleagues

(5)   Capacity development of DPS and partners in the delivery of the emergency response as needed, including supervisory support visits that include mentoring and coaching to strengthen and sustain high programme quality

(6)   At the provincial level (as needed) support coordination with other government and partner sectors to promote an integrated response; providing technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors (C4D, health, WASH, education and children protection where possible) and achievement of results as planned and allocated.

(7)   Contribute to updating/development and review of Guidelines, Standards and Strategy documents encompassing Nutrition in Emergency Interventions with DPS and Nutrition Cluster

(8)   Input to proposals as well as UNICEF and OCHA reporting for the emergency response reporting (regular sitreps and 4W Matrix) on progress of response

(9)   Monitor the compliance with the Code of Marketing of Breastmilk Substitutes during the emergency response

(10)Representing UNICEF at sub national meeting on the emergency response, including health, nutrition and HIV elements as needed.

 Deliverables:

Submit daily situation reports on ongoing work and coordination with partners, and monthly reports including all the nutrition in emergency interventions undertaken with specific coverage reached and action points for the following period of interventions.

To qualify as an advocate for every child you will have…

  • MINIMUM QUALIFICATIONS AND COMPETENCIES
    • Advanced university degree in a related field relevant discipline such as nutrition, public health, or other health related science field is required.
    • A minimum of 3-5 years’ experience with either the UN and/or NGO in Emergency or Early Reconstruction settings.
    • Good written and spoken skills in Portuguese and English.
