ABOUT THE ROLE

Living up to our commitment to support the rights and dignity of the people we work, Action Against Hunger Canada is looking for an experienced Safeguarding Investigation Manager to develop and coordinate our investigations capacities for to the Prevention of Sexual Exploitation and Abuse (PSEA).

The ideal candidate will have:

•A strong understanding of gender equality, gender-based violence (GBV) and PSEA;

• Knowledge of international standards for PSEA and GBV, especially related to investigations;

• Experience in organizational behavior, workplace violence and harassment, social work, psychological first aid and survivor-centred approach principles;

• A strong ability to apply creative and out of the box thinking to generate lasting change;

• Proven communication skills and abilities to manage relations with a diversity of stakeholders.

The role will specifically aim to strengthen Action Against Hunger’s international capacities to investigate and respond adequately to SEA in its work promoting a survivor-centred approach.

This position will focus on the following:

1. Development of a harmonized Standard Operating Procedure (SOP) for PSEA investigations.

2. Creation, maintenance and training of a roster of qualified PSEA investigators.

3. Support to the Network’s awareness and capacity development efforts on PSEA.

SPECIFIC TASKS AND RESPONSIBILITIES

Under the direct supervision of Sr. Safeguarding Advisor, the responsibilities of the Safeguarding Investigations Manager will be:

1. SYSTEMS HARMONIZATION

• Support the realization of a mapping exercise and a gap analysis study of Action Against Hunger’s existing PSEA systems and the current state of implementation.

• Provide technical inputs for the revision and adaptation of existing policies and procedures, the development of tools and technical guidance to operationalize them, and the creation of specific guidance for adequate, safe and accessible reporting mechanisms.

• Ensure strong collaboration with Mental Health Care and Practices Advisors and Human Resources Directors in the Action Against Hunger Network to ensure their participation, insight and technical advice.

2. INVESTIGATION CAPACITIES DEVELOPMENT AND COORDINATION

• Develop a harmonized Standard Operating Procedure (SOP) for PSEA investigations adopting a survivor-centred approach.

• Identify and adapt an investigation training package to operationalize the SOP.

• Ensure the creation, maintenance and training of an internal and external roster of qualified investigators on PSEA for the Network.

• Conduct PSEA investigations when and where required within the Network.

• Support the coordination of requests for investigations and deployment of investigators.

• Ensure continuous technical training of and support to investigators.

• Respond to PSEA investigation requests formulated by offices.

3. AWARENESS-RAISING AND CAPACITY DEVELOPMENT

• Support the development of sensitization tools and training modules ensuring the dissemination of existing/revised PSEA policies and procedures and placing the issues of power at the centre of PSEA action.

• Respond to request for awareness-raising and capacity building requests on PSEA formulated by offices.

4. MONITORING, EVALUATION AND ACCOUNTABILITY

• Contribute to the implementation of a monitoring framework measuring Action Against Hunger’s progress on PSEA.

• Provide inputs for reporting on Action Against Hunger’s progress and management of SEA cases, both internally and externally.

5. REPRESENTATION AND COMMUNICATION

• Maintain constant communications with various internal stakeholders and working groups.

• Represent Action Against Hunger in relevant global forums and mechanisms relevant to PSEA when requested.

• Contribute to communication processes with institutional donors, partners and the public on Action Against Hunger’s management of SEA cases.

6. GENERAL

• Attend planning sessions, team meetings and annual performance reviews as required.

• Pro-active exchange and collaboration with Action Against Hunger Canada team members and the International Network.

• Ensure an on-going process of personal professional development and learning.

• Other duties as assigned.

SPECIFIC WORK CONDITIONS

• The position is based in Toronto, Canada

• Staff work a five-day, 37.5-hour work week.

TRAVEL REQUIREMENTS

• The Safeguarding Investigations Manager will be required to travel extensively to Action Against Hunger international field offices.

MINIMUM QUALIFICATIONS

• Master’s degree in relevant discipline in a field related to social sciences, development, gender studies, social work and/or equivalent experience gained.

• Minimum of 3 years of experience in the fields of organizational behavior, safeguarding or social work. Candidates with complementary gender equality and/or GBV experience will be prioritized.

• Demonstrated investigation/case management experience working on SEA and/or workplace violence or harassment issues.

• Fluency in English and French, in both oral and written communications, a requirement.

ESSENTIAL KNOWLEDGE, SKILLS AND ATTITUDES

• Demonstrated commitment to Gender Equality and solid understanding of the complexity of GBV and PSEA in humanitarian contexts.

• Knowledge of international norms and standards related to PSEA, GBV and other international accountability mechanisms.

• Solid understanding and commitment to humanitarian principles.

• Proven skills in design and facilitation of training for adults.

• Significant and proven experience in survivor-centred approach principles in investigation and counseling.

• Strong verbal and written communication skills including demonstration of cultural awareness, diplomacy and tact.

• Ability to work independently and under tight deadlines, and to multi-task.

• Positive attitude and strong analytical, interpersonal and coordination skills.

• Strong organizational and planning skills, results oriented.

• Excellent knowledge of MS Office Applications.

DESIRABLE SKILLS

• Fluency in the Spanish language.

• Experience working in humanitarian, development and/or multicultural contexts an asset.
